whether the chuck schumer, harry reid budget could pass the senate, even with just democratic votes because you have so many people that are up for reelection that are going to be very reluctant to stick their necks out and vote. by the way, as you know, we just had a $600 billion tax increase in the fiscal cliff negotiations. plus, we had $520 billion of new taxes from obamacare. this would be the third tax increase. melissa: i really hope you're right because i feel their is a tide of higher taxes. its role in norway. it will keep all of us out to see no matter what our income bracket because it seems like before this last deal there was this notion that if republicans just gave in and went ahead with some higher taxes that then we could get down to the business of spending cuts. that was the idea that was out there. take your medicine now and then we will get down to the business of cutting spending once we have this out of the way. instead, it has been quite the opposite. this was just the first up. the camel's nose in a tent. now there are many more higher taxes coming. are you

luncheon where the president is sitting down with harry reid and john boehner and talking with evan bahy over the weekend, i'm sure they took the sharp objects off the table and have a food taster. and one said, don't worry, my vice chair lamar alexander will be sitting between them to make sure things are civil. all joking aside, they thought this is going to be a good luncheon and everybody will be professional and the big battles of course, will come tomorrow. and don't forget that hillary clinton is also, secretary of state going to be testifying on benghazi on wednesday. that will be another big event that happens here on capitol hill. now, to the parade, we can pan off just a little bit and you can see that some folks have gathered here at the beginning of the parade, quite a bit different than it was at least at this point from 2009, where people were 20, 30 deep along the parade route. we'll probably see that, and looks like people, five, six people deep headed down constitution avenue. we make the turn on to pennsylvania avenue and then a slow crawl up to the white house. and ji

b. johnson for six years presiding over this body saw one filibuster. and harry reid in his six years presiding over this senate has seen 391 filibusters. and let me convey that even when you have the votes to end a filibuster, the fact that it is launched creates enormous paralysis. imagine you're debating a bill and you continue debating through the end of the week and you come in the following monday and you debate and nobody has anything to say and so somebody says, "i ask unanimous consent that we have a final vote on this bill." now, you see, we don't have a previous question, motion on this floor, so one has to ask for unanimous consent. any of a hundred senators can weigh in and say "no." and when they they weigh in and say "no" on that monday, on tuesday, a petition is put forward with 16 senators saying, let's have a vote on closing debate. and that vote can't happen until thursday, under the rules. and if it's successful on a thursday, you have to have 30 hours more of debate before you can hold the final vote. that takes you into saturday. so monday through saturday

leader harry reid's office, good that republicans are backing off holding the economy hostage because there are no significant spending cuts in this proposal. just a three-month increase, contingent on the senate passing a budget. in a statement, they say, if the house can pass a clean debt ceiling increase to avoid default and allow the united states to meet its existing obligations, we will be happy to consider it. so that is the plan right now for republicans. get this debt ceiling debate out of the way for the next three months. focus on government spending, those automatic government spending cuts that are supposed to hit at end of the february known as sequester. all of that starts the spending fight now, republicans say. move onto the debt ceiling to give at least a little bit more certainty or calm economic panic for the next few months, with this debt ceiling fight. and try to extract more spending cuts out of democrats over the next few months. but again it has become clear through this strategy, appears we're going to have these spending and budgeting fight pretty much ever

republicans by us passing bills that harry reid said would pass the senate. preconference bills that were dropped at our laps at the end of the crisis right when we were getting ready to shut down the government or hit our default position. i think this is good from the standpoint that we're going to force the senate to debate on the floor of the senate a lot of them only see the floor when they go to vote, i want to see them debate, standing before the american people and talking about their liberal policies and their spending priorities. i believe america needs to see that. i think if we have hope as conservatives to take back the united states senate, we have got to expose those guys and fwals for what they are. >> and i hope that is really the case. but again, this bill has to be -- go to the senate and be signed by the president. so the senate has to agree we're going to put them online. the question in conference was asked one of our leaders, what happens if the senate strips that out and sends back a clean, three-month encrease. one of our leaders said, i'd vote for that it remains
